FOSTERING THE DEVELOPMENT OF PUBLIC PRIVATE PARTNERSHIP (PPP) MODELS IN THE COMESA REGION (2009)

The East West Management Institute (EWMI) helped strengthen legal and institutional framework for PPPs in the infrastructure sectors of Eastern and Southern Africa through a four month field investigation and research assignment led by EWMI’s Director of Economic Development. The project was sponsored by the COMESA Regional Investment Agency with funding from the European Union’s BizClim Facility, and was implemented in collaboration with BKP Development and EKWA Consulting. EWMI believes that creative use of Public Private Partnerships (PPPs), as well as more regional collaboration and knowledge-sharing, can help fill Africa’s enormous gap in infrastructure service provision. Effective PPPs can complement traditional infrastructure procurement, and help realize both larger and smaller projects – in social, utility and other sectors – that might not otherwise happen.
