KOSOVO REFUGEE ASSISTANCE (1999)
When the war began in Kosovo, EWMI worked efficiently through its counterpart NGO in Albania, the Institute for Policy and Legal Studies (IPLS), to implement projects that addressed the immediate needs of Kosovar refugees pouring into Albania, most notably a program that provided emergency telephone cards allowing more than 80,000 refugees to contact their families abroad. Anticipating the need to analyze the refugee exodus substantively and objectively, EWMI and IPLS worked in conjunction with the American Association for the Advancement of Sciences (AAAS), with the support of the Ford Foundation, to survey refugees in Albania upon their arrival in the camps. Unlike previous analyses, which have relied exclusively on refugee testimonies, this study, entitled Policy or Panic, examined the causes of the refugee flight by evaluating the statistical patterns of the exodus itself, and was presented at The Hague War Crimes Tribunal.
