East-West Management Institute, Inc. (EWMI) invites applications for National Program Coordinators as part of EWMI’s proposal for the upcoming three-year US Department of State/INL Freely Associated States Prosecutorial Development (FASPro) Project in the Republic of Palau, the Federated States of Micronesia, and the Republic of the Marshall Islands. The goal of the FASPro project is to strengthen the capacity of the legal profession in the criminal justice sectors of the Freely Associated States (FAS) and develop a sustainable model for continued professional development. FASPro assistance will include the following activities: 1) Conduct a formal assessment of the enabling environment for prosecutorial development in FSM, Palau, and RMI; 2) Work with national government entities and bar associations of the FAS to improve legal frameworks and policies that expand and diversify legal workforce recruitment, facilitate regional cooperation on criminal litigation, and enable the sustainable funding for prosecutorial offices; 2) Update workplace policies and practices to better support prosecutors; 3) Improve methods for recruiting prosecutors ; and 4) Establish mentorship programs between entry-level and experienced legal professionals in the FAS.
Overall responsibilities:
The National Program Coordinator will coordinate EWMI FASPro assistance in their respective country (Republic of Palau, Federated States of Micronesia, Republic of Marshall Islands). This will include serving as the principal national point of contact for the program with the prosecutors’ offices, bar associations, and other relevant national and sub-national institutions in their respective countries; contributing to the initial assessment; coordinating the visits of international EWMI experts; drafting regular program progress reports; organizing FASPro training events in their country; contributing to the development of FASPro annual workplans; and other related tasks.
The National Program Coordinator is envisioned as a full-time position, but applications from strong candidates who are only available on a part-time basis are welcome.
Required qualifications:
- This position is for residents of the Republic of Palau, the Federated States of Micronesia, or the Republic of the Marshall Islands.
- Bachelor or Graduate degree in international development, social science, business, law, communication, or related field.
- At least 5 years of professional experience working within the justice sector and/or coordinating international development programs (ideally both). Candidates need not be lawyers or members of the bar.
- Good understanding of the criminal justice system in their country.
- Excellent communication, interpersonal, negotiation, and relationship management skills and experience.
- Demonstrated experience in building and maintaining relationships and networks with individuals, communities, development partners and other relevant stakeholders.
Desired qualifications:
- Significant relevant experience in project management and working with technical/programmatic teams.
- Capability to contribute to monitoring and evaluation; program communications; and program reporting, including the development and implementation of the Activity’s annual work plans, semi-annual progress reports, and other requests that may come in from the donor.
- Professional fluency in English both oral and written is required.
- Experience and/or familiarity with US-funded development projects and programs preferred.
